I did not use supports when I printed the gauge, and it shows in the pic of the unfinished model, so I'd strongly recommend using them. I printed this in PLA on an Ultimaker 2, using an 0.4mm nozzle and 0.12mm layers (except for the gauge needle, which was printed with an 0.25mm nozzle and 0.04mm layers).
I've recreated this, but I've also included a 'straight' version that mirrors the right clip. Note: The original game model had a slightly bent clip on the end of the left arm. Stimpack (or Stimpak) from Fallout 4, modeled from scratch in Blender.
